Paul Starkey

Paul Starkey joined Penn College in July 2010 as VPAA/Provost, serving as the president’s senior staff member.  Penn College is a special-mission affiliate of Penn State, providing undergraduate programs in applied technology. In his current capacity he leads the academic units of the College with more than 300 full-time faculty members in six schools and the Madigan Library.  During his tenure at Penn College more than a dozen new academic programs have been introduced.

Prior to coming to Penn College, Starkey spent twenty-four years at Delta State University in Cleveland, MS in various faculty and administrative roles, including Dean of Graduate & Continuing Studies, Director of Continuing Education, Chair for Entrepreneurship & Business Innovation, and Chair of the Division of Management, Marketing & Business Administration. He is Professor of Management Emeritus at Delta State.  While at Delta State Starkey was awarded the AT&T Outstanding Business Faculty Award. 

Starkey has been active in civic and community leadership, serving as Finance Chair for the Gray Center Episcopal Camp & Conference Center, President of the Cleveland Lions Club, and on the executive council of the Conference of Southern Graduate Schools.  He is a member of the Williamsport-Lycoming County Chamber of Commerce, a member of the Board of the Community Arts Center, and a former member of the Cleveland-Bolivar County Chamber. 

He holds a BBA in Marketing from Delta State University and the MBA and PhD in Management from the University of Mississippi.  He and his wife Melissa are parents of five children (Ellis, Jake, Anna Vaughn, Forman, & Charlie) and reside in Williamsport.
